Competencies of the Sector are the following: basic education of youth and adults, pre-school education, physical education and music education, special needs education and mastering life skills. Primary schools represent first basic level of education and it should be the starting point for introducing educational reforms. Possible influences of the educational system affect mostly pupils as the most sensitive category. Therefore this Sector of the Ministry is the crucial component in a long-term process of changes; it will take a lot of time to make the results of activities performed in this Sector visible.
